    holy crap, could i train my cockatiel to do this? he is already 9 years old, i dont know if that matters. he can fly well, but he lets me pick him up when he is in the cage but only like 30
    5 of the time if he is outside of the cage.

    This is dangerous to do without proper training. It takes a lot of training to get to this point. I feel like most people can do this, but it requires dedication and a lot of training.
