These places are safe as long as you are an ordinary traveler/ tourist. Not a VIP or hold special place.
There is some tension in all these places. At the same time work goes on as usual.
The latest is State wide a protest against declaring a Olympic player’s entry invalid on charges of doping.

Though North East India continues to be mysterious and relatively unexplored, travelling there has become much easier. There are a lot of travel companies offering adventure, cultural and eco friendly tours. Recently came across this book (http://www.india-reports.com/summary/NE.aspx) which has quite a lot of information on trips to North East India, Places to visit, tours available, about the seven states of North east India, cuisine and culture of North East India…etc. See if it’ll be useful to you.
